To Families and Community Members of the Kenosha Unified School District,

In April of 2025, the Kenosha Unified School District school board approved the “Safe Student
Resolution” with the intent of creating a procedure to keep students safe, should Immigration and
Customs Enforcement officers be present at our schools. However, the approved Safe Student
Resolution was not shared outside of the committee who drafted it and the administrators who are
expected to carry out the brunt of the procedures. This left families, students, teachers and support
staff in the dark about what the procedures were, should ICE agents arrive in our community.

In November 2025, the district sent a communication to staff and families reiterating that there is a
resolution that building administrators have been trained on. Then, in February 2026, the district sent
out 2 additional communications, providing families and staff with crucial information about the
resolution. This included a delineation of public versus private spaces, direct guidelines for staff to
follow, and clarifying that school administrators could use safety procedures, such as placing the
building in a secure hold, to keep students and staff safe. We are grateful that KUSD has taken steps
to clarify their plan to keep students, staff and families safe.

There are still unclear pieces of this plan though. In their communications, KUSD has encouraged
concerned parents to reach out to their school principals and administrators with questions, so we ask
that you would call your school’s principal and raise these questions:

● Can the Safe Student Resolution be shared publicly and in its entirety? How will we
easily access it, should ICE agents enter our community?
● How are students and families being informed about these updated safety policies? Are
we teaching these alongside the regular ALICE lessons the students have? What are
the expectations for students and families if school is placed in a secure hold due to
ICE activity?
● Community groups have already started talking about organizing support for schools at
drop off and dismissal- how are you going to interact with them?
● In districts like Minneapolis, the school district moved to virtual learning when
immigration agents caused schools to no longer be safe for students. Is KUSD willing
and prepared to do the same?

Below, you can find the numbers for the admin at each school. Call and ask these questions,
encouraging school administrators to remain accountable for the safety of our schools. If you do not
have students in the district, call the ESC admin and raise the same questions. If you know other
parents or community members who share these concerns, please forward this letter to them as well.
